JCPalmer
I know creating a bump texture to allow the # of vertices to reduced is a thing. Tough to research if without know the term for it, if they is one. Does anyone know?

Christoph
I'm not sure what you look exactly for, however as far as reducing vertices is concerned you can go either for a bump map / normal map or for the opposite direction and look into displacement mapping (displacing vertices with a texture). JCPalmer
I think search criterial of 'Blender Normals Baking' is what did the trick. Retopology brings hits on the shrinkmap modifier, which looks pretty good for making clothes meshes around characters, but not reducing vertices through use of a normals texture.
