In my opinion the best way to do that is to use Cordova, it's simple, free, open source and allows you to deploy to many platforms. For exemple, my last game use Cordova and is available for Windows Phone / Store, Android and FirefoxOS ! It's a command line tool using nodejs and it's very simple to use.
